Once again, Kansas holds on to the #1 ranking, followed closely by Iowa and Colorado which rose from 24th to 3rd . New York finally makes it out of the bottom tier with a score of 75.3 (a 5% gain). This year Washington DC and Hawaii have the lowest average test scores.
